The name of this plant is Celosia Argentea Cristata. I think you can find some informations on this plant here : http://www.missouriplants.com/Redalt/Celosia_argentea_cristata_page.html
That is so unusual (and pretty, of course)! Does is grow like that naturally or it's molded into that shape?
I've just noticed that you're new in CDP — welcome! I read through your other posts and I must say that I am in awe of the IUJ's sprawling campus — lovely grounds, magnificent views!
Minamiuonuma city is situated in a valley in a mountainous region of Niigata Prefecture known as “Snow Country” because of the heavy snowfall in winter. The city is bounded by Uonuma city and the Echigo-Sanzan mountains in the north, and Yuzawa, a popular ski resort town, in the south. The Uono river flows through most of the city. The city and its surrounding areas are dotted with many onsen (Japanese hot springs) and 8 ski resorts, making it a popular destination in winter. There are also a large number of paddy fields, and popular seasonal fruit like watermelon, as this is a major rice-growing region in Japan.

It would be perfect for valentine's day as it's shaped like a heart!
Looks like a Hidden Mickey.

I absolutely love this flower! It looks like a heart.
I think it naturally grows like that. There are a few in the garden. I just took one sample.
